CHX cannot send trades to the SIP

 

During Trading Hours:

 

CHX cannot fulfill last sale reporting obligations to National Market System.

 

If problems involve TRS not able to connect to the SIP, CHX will also:

 

- not be fulfilling clearing obligations, and

- not be updating Bookfeed.

 

1)      Confirm scope of impacts.

Are problems specific to:

-          SIAC and/or NASDAQ

-          CH2 and/or NY4

-          Servers? Processes?  Channels?

2)      Notify management.

3)      Consider suspending trading (if issues not resolved in 15 minutes).

-          Use NTM Control ME commands.

4)      Consider TRS BFS Bypass.

-          Use NTM Control TRS commands.

5)      At time of resolution, confirm all trades not reported during outage are resent to SIP as “sold” trades.

-          Either TRS will auto-generate “sold” trades.

-          Use CSI to manually resend “sold” trades.

6)      Confirm any residual BFS and Clearing concerns are addressed.

 

Scope of Impact Response Considerations:

1)      If considering suspending trading, consider doing so only for the affected ME instances.

2)      Only consider TRS BFS Bypass if SIP connectivity is lost, and clearing becomes a concern during outage.

3)      If TRS-to-SIP connectivity was lost as part of the issue, upon reconnection to the SIP, the TRS process will request any queued trades from the UME data store and send these to the SIP as sold.   CSI trade reporting queries can help uncover any trades not reported.  CSI may also allow for the manual re-sending of any trades “sold”.
